Peachland Creek Water Treatment Plant and Trepanier Creek Water System Interconnect

Peachland Council intends to adopt Peachland Water Treatment Plant and Interconnect Loan Authorization Bylaw No. 2208, 2017.

The purpose of the bylaw is to borrow an amount not to exceed $9,285,456.00 to finance the cost of Peachland Water Treatment Plant and Trepanier Creek Water System Interconnect, to provide treated water through a conventional water treatment process within the boundaries of the District of Peachland. The borrowed amount will be repaid over a period not to exceed 25 years. It is expected that the current $350. Water Improvement Parcel Tax will not increase as a result of the borrowing.

A copy of the Water Treatment Plant and Water Interconnect Loan Authorization Bylaw No. 2208, 2017 and a staff report summarizing the project is available below.

Additional Information About Elector Eligibility. In order to sign an elector response form in relation to the alternative approval process, a person must be either a resident elector or non-resident property elector. To sign an Elector Response Form, you MUST meet the qualifications. If you are unsure if you qualify, please contact The District of Peachland Corporate Services 250-767-2647.

Resident Elector – You are entitled to submit an Elector Response Form as a resident elector if you are age 18 or older on the day of submission, are a Canadian Citizen, have lived in BC for at least six months immediately prior to signing the Elector Response Form, and have been a resident of the District of Peachland for the past 20 days or more prior to signing the Elector Response Form.

Non-Residential Elector – You are entitled to submit an Elector Response Form as a non-resident property elector if you are age 18 or older on the day of submission, are a Canadian Citizen, have lived in BC for at least six months immediately prior to signing the Elector Response Form, have owned and held registered title to a property in the District of Peachland for the past 30 days or more prior to signing the Elector Response Form, and do not qualify as a resident elector.

Note: Only one non-resident property elector may sign an elector response form per property, regardless of how many people own the property; and, that owner must have the written consent of a majority of the other property owner(s) to sign the response form on their behalf. Property owned in whole or in part by a corporation does not qualify under the non-resident property elector provisions.

Instructions:

1. If you are opposed to the borrowing of a total sum not exceeding $9,285,456.00 for the construction of Peachland Creek Water Treatment Plant and Trepanier Creek Water System Interconnect, and you qualify as an elector of the District of Peachland, you may sign an Alternative Approval Process Elector Response Form.

2. If you are NOT opposed to the borrowing of a sum not exceeding sum not exceeding $9,285,456.00 for the construction of Peachland Creek Water Treatment Plant and Trepanier Creek Water System Interconnect, you need to do nothing.

All Elector Response Forms must be received by the Corporate Officer on or before 4:00 p.m. December 7th, 2107 to be considered. No faxed or e-mailed Elector Response Forms will be accepted. Elector Response Forms MUST have original signatures.
