Council Highlights August 29, 2023

REGULAR COUNCIL MEETING

August 29, 2023

Phase II of Affordable Housing

Council approved the next step in the development of the second phase of the affordable housing project on 6th Street in downtown Peachland. Council gave third reading to Official Community Plan and Zoning Amendment Bylaws for Phase II of an affordable housing project which will provide 73 units in a new building at 4555 6th Street on land donated by the District of Peachland. The first phase, the Residences at 4445 6th Street, opened in 2019 and was the result of a partnership between Peachland and the provincial and federal governments. It provides 74 apartments for seniors and people with disabilities at an affordable rent.

4641 Princeton Avenue Development

Council adopted a Zoning Amendment Bylaw to change the zoning of the property at 4641 Princeton Avenue from RR1 Rural Residential to RM4 Multi-Unit Residential – Medium Density. The proposed development is a 46-unit strata community with townhomes. A covenant has been registered on title committing to provide the required flex units, to limit the building heights, to develop a non-gated community; to provide a combination of dedication and cash-in-lieu for parkland, to install pedestrian and cycling amenities within the parkland area and, to complete frontage and off-site improvements as required by the District.

Gasthaus Liquor Licence Change

Council supported a change to liquor service hours for the Gasthaus on the Lake and Gasthaus Pub at 5790 Beach Avenue, moving the current start time of 11 am to a proposed time of 9 am. Council’s support will be communicated to the Liquor Control and Licensing Board, which makes the final decision.

Accessibility Plan

Council received the Draft Peachland Accessibility Plan, in time for a provincial deadline to do so, and was advised that the Accessibility Advisory Committee will meet in September. The District has reached out to Westbank First Nation and School District #23 to request representation on the Committee. The District will continue advertising for additional committee members from the community at large. Once the committee has met, the first priority will be to gather public input on accessibility within Peachland and to review the draft plan. The plan will then be brought to Council for adoption.

Peachland Crime Statistics – 2nd Quarter

Council received statistics from the RCMP for Peachland during the second quarter of 2023. Total calls for service, 303, are up 7% over the first quarter of 2023, but was identical to the same quarter in 2022.
