Central Okanagan Emergency Management
Council received an update on the operations of the Central Okanagan Emergency Management (COEM) Program, including the introduction of a new emergency alert system for Central Okanagan residents, Alertable. In January, administration of COEM transitioned from the City of Kelowna to the Regional District of Central Okanagan. Grant funding through UBCM enabled equipment purchases for emergency support services and emergency operations centre activations, and region-wide readiness training has been underway since January. Peachland’s Muster Centre plan at the community centre has been established and a successful exercise with COEM’s Emergency Support Services held in February is now a model for other muster activations in the region.
Residents are encouraged to download the Alertable app, a free service available on both mobile and desktop devices. Peachlanders should enable notifications to receive timely emergency information. Learn more at coemergency.ca/subscribe
REGULAR COUNCIL MEETING
Morrison Court Development Variances
Council authorized variances to the Subdivision and Development Servicing Bylaw and the Zoning Bylaw to facilitate an eight-lot subdivision at 5092 Morrison Court. The first variance would allow construction of two driveway crossings on two of the lots and the second would vary building setbacks to increase the buildable area on five lots. Staff will issue development permits once the subdivision plan is registered.
Election Sign Regulations
Council gave first three readings to the District’s Election Sign Bylaw and an amendment to the Bylaw Enforcement Bylaw to establish clear and consistent regulations for placement, timing, size and display of elections signs in Peachland, as well as associated contraventions and penalties. Council will consider adoption of the bylaws at an upcoming meeting.
4062 Beach Avenue Form and Character Permit
Council deferred approval of a Form and Character Development Permit for a proposed six-unit, multi-family building at 4062 Beach Avenue. The proposal included a Zoning Bylaw variance to decrease the width of the landscape buffer surrounding the parking area from 1.5 metres to 0 metres. Council requested that more attention be given to the proposed landscaping for the Lake Avenue side of the property and asked that a revised proposal be brought forward for reconsideration at a future meeting
