Waterfront Marble Sculpture

Resident Sarah Kendrick presented information on behalf of her father-in-law, Stewart Steinhauer, who has offered to loan the municipality a large, marble sculpture called “Four Directions Bear Family.” Steinhauer, an acclaimed indigenous artist from Saddle Lake, AB, spends winters in Peachland with his son and daughter-in-law. The sculpture consists of a mother bear and four cubs of differing colours, symbolizing the underlying unity of humanity despite surface differences. The finished assembly is approximately 6 feet wide, 12 feet long and 5 feet tall and weighs over 16,000 lbs. The sculpture is a new work that hasn’t been displayed publicly. Steinhauer’s work can be seen at Kelowna General Hospital in two locations, Lake Country Municipal Hall, Summerland Museum and Kelowna Friendship Centre. The artist offers to cover insurance and transportation costs, and the District would cover the minimal installation costs. Stewart would also handle any necessary repairs should damage occur. As with other municipalities, Peachland would have the right of first refusal to purchase the piece as a permanent installation at a future date. Council agreed to investigate the offer and find the means of bringing this piece to town.

Fees and Charges Bylaw

Council adopted a Development Application and Licence Fees Bylaw Amendment to better reflect current costs of providing municipal services, the staff time required to facilitate reviews and approvals and to ensure fee alignment with regional municipalities. Council first considered the Amendment on July 8 when they requested an adjustment to the recommended Bed and Breakfast license fee for short term rentals which is now established at $112 annually.

4758 Princeton Avenue Development

Council adopted Zoning and Official Community Plan amendment bylaws for 4758 Princeton Avenue, rezoning the property to Multi-Unit Residential – Low Density and Cluster to allow for an expansion of the townhouse proposal associated with a previous rezoning. Conditions have been met, including approval from the Ministry of Transportation and Infrastructure.

Thorne Road Maintenance

Council agreed to double the maintenance of Thorne Road after a request from residents to have it paved. The road serves nine residences and a parcel of farmland which lies outside of District boundaries. The District will conduct grading monthly including dust control and will increase monitoring of the condition of the road, with possible improvements to be considered in 2027.
