SPECIAL COUNCIL MEETING

Parcel Tax, Financial Plan and Tax Rate Bylaws 

Council adopted the 2026 Parcel Tax Bylaws and gave first three readings to the 2026 Financial Plan and Tax Rates Bylaws. A 4.87% General Property Tax rate increase was approved. For the average Peachland homeowner, based on a home assessed at $875,700, the approved 2026 General Municipal Property Tax increase will be approximately $80 for the year — or about $6.67 per month. Positive non-market change was used to help reduce the overall impact on existing taxpayers, effectively reducing the tax increase to approximately 3.78% for the average Peachland homeowner.

 

The five-year financial plan includes a 4.87% tax increase for 2026, a result of: 

 

  • A budget review that focused on a lower tax rate, completing existing projects and a review of proposed expenditures reflecting historical costs while considering current elevated levels of inflation; 

  • The use of Reserves and prior years’ surpluses to reduce the tax impact; and 

  • Funding from the Growing Communities Fund Reserve, Community Works Reserve, Provincial Grants, Federal Grants and Capital Reserves for eligible projects. 

Parcel taxes for RDCO’s transfer station, sewer collection, water treatment plant debt servicing and the protective services building project were discussed.  The overall increase in 2025 for property owners with all four parcel taxes will be 23.5% ($123). However, for most Peachland property owners, there will be a decrease in overall parcel taxes of about 1% (-$3).

 

Some of the $15,497,725 in major capital projects identified in the 2026 Financial Plan include: 

 

Carry forward projects: 

 

  • $42,200 for Parks lawnmower 

  • $1,100,000 for Bonnie Lane pressure reducing station 

  • $12,310,000 for the Childcare Center

New projects: 

 

  • $450,000 for Road Rehabilitation Program (Trepanier) 

  • $75,000 for HVAC replacement at the Community Centre, Swim Bay, 50+ Building 

  • $100,000 for elevator replacement at the Historic Schoolhouse 

  • $200,000 for Utility 21 Fire Unit replacement 

  • $200,000 for pickleball courts

  • $35,000 for IT switches and wireless access points 

  • $15,525 for soccer nets at Turner Park 

  • $25,000 for Beach Avenue bike racks and bus stop benches 

  • $500,000 for the next phase of water meter replacements 

Provincial and Federal Grants of $12,650,000 have been received to fund projects. Donations of $225,000, reserves of $2,472,725 and debt of $150,000 have been used for 2026 carry forward and new projects. This includes funds from the Growing Community Fund Grant received from the Province in 2023.

 

2025 Audited Financial Statements

Council approved the annual December 31, 2025 final Audited Financial Statements. The District’s external auditors provided an unqualified report, and the statements will be submitted to the Ministry of Local Government as required by legislation.
