Climate Action Plan

Council received a presentation from its Climate Action Task Force on the Draft Peachland Climate Action Plan. The Plan includes recommended actions the District and community residents can take to mitigate the impacts of climate change in Peachland. The Plan addresses the causes and the effects of climate change and outlines recommended actions in these nine focus areas:

  • Health and wellness

  • Food and agriculture

  • Water

  • Building

  • Energy

  • Transportation

  • Local Economy

  • District assets and operations

Community Wildfire Resiliency Plan

Council received a presentation by Forsite Consultants who were retained to complete a Community Wildfire Resiliency Plan (CWRP) for the District, funded through the Union of BC Municipalities’ Community Resilience Investment program. Communities are required to have a CWRP to access FireSmart community funding and supports. The documents serve as the primary wildfire risk reduction planning mechanism for BC communities. It identifies local wildfire hazard and risks to values and provides strategies to increase Peachland’s understanding of wildfire risk, foster greater collaboration within and across administrative boundaries, increase Peachland’s preparedness to respond to wildfire events and reduce the potential loss of homes, critical infrastructure ad other important values. The plan does not involve analysis of wildfire risk on private property.

 

Climate Action Plan

Council endorsed in principle the Peachland Climate Action Plan (PCAP) as a guiding plan including focus area visions, objectives, and detailed recommended actions. Council directed staff to:

 

  • Present a business case for the hiring of a climate action coordinator to implement the action items in the plan and to include associated costs for consideration at the 2027 budget deliberations.

  • Prepare and bring forward a Terms of Reference for the establishment of a Climate Action Committee or Task Force, for Council’s consideration and adoption at the November 24, 2026 Regular Council meeting.

  • Review the plan’s recommended actions for rapid adoption and report back to Council those actions which can be undertaken in 2026 without additional staff or financial requirements.

Minor OCP Review

Council gave first reading to the Official Community Plan (OCP) Bylaw and will hold a public hearing on the proposed bylaw on June 23 at 6 pm. Peachland’s OCP was adopted in 2018; it is typical to review OCPs every five to 10 years. The updated bylaw reflects the outcome of Peachland’s Minor OCP Review which included extensive public consultation. The review responds to both current provincial requirements and local planning priorities. It positions the District to meet legislative obligations and continue using the OCP as a clear and effective framework for future land use decision-making. As housing needs, provincial legislation, and local conditions continue to evolve, further amendments to the OCP will be required over time. Adoption of the proposed OCP bylaw will ensure Peachland has an updated and more user-friendly policy framework in place to guide growth, development, and community planning in the years ahead. In the future, the Province will require OCP updates every five years following the completion of regular housing needs assessment reports. 

 

Protective Services Building OCP & Zoning amendments

Council gave first readings to Official Community Plan and Zoning Amendment Bylaws to support the development of a Protective Services Building on four properties that will be consolidated to facilitate the community’s new firehall. The purpose of bringing these amendment bylaws forward for first reading is to introduce them formally to Council and make them available for public viewing. Council will hold a public hearing on the proposed bylaws on June 23 at 2 pm.

 

Commercial Marine Launch Licencing Program

Council gave first three readings to bylaws to allow implementation of a Commercial Marine Launch Licencing program. The program is expected to preserve public access to the Swim Bay and Doggie Beach boat launches while enhancing oversight and accountability of commercial boat business operators. The proposed amendments to the District’s Business Licence, Bylaw Notice Enforcement, Development Application and Licence Fees and Park Regulation bylaws will align the District with regional neighbours who currently have similar programs to regulate commercial marine activities. 

 

Election Sign Regulations 

Council adopted the District’s Election Sign Bylaw and an amendment to the Bylaw Enforcement Bylaw to establish clear and consistent regulations for placement, timing, size and display of elections signs in Peachland, as well as associated contraventions and penalties. 

 

Affordable Transit Pass Program

Council endorsed in principle Peachland’s participating in the regional Affordable Transit Pass Program and the regional Emergency Transit Assistance Program (ETAP), a partnership between the City of Kelowna and the United Way. Both programs provide support for transit passes for the community’s most vulnerable residents. Peachland’s participation is estimated to cost approximately $2,400 for the new program and approximately $100 to join the ETAP.

 

Keith ‘Papa’ Thom Legacy Stage

Council agreed unanimously to name the Heritage Park Stage the Keith ‘Papa’ Thom Legacy Stage in recognition of Councillor Keith Thom who passed away in November 2025. The naming honours Councillor Thom for his years of dedicated service to Peachland, his significant contributions to his community and for his career as a professional singer-songwriter and musician.
