Protective Services Building OCP & Zoning amendments
Council held a public hearing to receive feedback on proposed Official Community Plan and Zoning Amendment Bylaws that support the development of a Protective Services Building on properties on San Clemente Avenue that have been consolidated to facilitate the community’s new firehall. Final adoption will be considered at the Regular Council Meeting at 3 pm.

Commercial Marine Launch Licencing Program
Council adopted bylaws to allow implementation of a Commercial Marine Launch Licensing program. The program is expected to preserve public access to boat launches at Swim Bay and Doggie Beach while enhancing oversight and accountability of commercial boat business operators. The amendments to the District’s Business Licence, Bylaw Notice Enforcement, Development Application and Licence Fees and Park Regulation bylaws will align the District with regional neighbours who currently have similar programs to regulate commercial marine activities.

Council gave second and third readings to Official Community Plan and Zoning Amendment Bylaws to support the development of a Protective Services Building on properties on San Clemente Avenue that have been consolidated to facilitate the community’s new firehall. Adoption of the bylaws will be considered after approval is secured from the Ministry of Transportation and Transit.
Development Cost Charges/Amenity Cost Charges
Council gave first three readings to an update to its Development Cost Charges Bylaw and to a new Amenity Cost Charges Bylaw to ensure the District’s development finance tools effectively and sustainably fund essential amenities needed to support growth. The initiative aligns with Council’s policy that growth should not present an unfair burden on taxpayers by ensuring development pays a fair share for growth-driven infrastructure. The bylaw will be sent for Ministry of Housing for approval before final adoption consideration is scheduled. This process includes a grace period until January 2028, allowing the local development community meaningful time to adapt and plan for the updated rates.
Revitalization Tax Exemption Program
Council amended its 2026 budget to include an additional $25,000 expenditure to match a grant from the Economic Trust of the Southern Interior of BC (ETSI–BC) for the development of a Revitalization Tax Exemption (RTE) program. ETSI-BC provided $25,000 in matching funds towards the project which stems from the recently approved Downtown Revitalization Implementation Strategy. The ETSI-BC grant allows the District to create a revised Downtown RTE program to apply to new commercial development or renovations within the designated downtown area when associated with new mixed-use developments. Implementation of a new RTE program sends a clear message to the development community and investors that downtown Peachland is ready for new growth.

2025 Annual Report and Statement of Financial Information
Council approved the 2025 Annual Report which includes audited financial statements from January 1, 2025, to December 31, 2025, as well as objectives and measurements that are tied to Council’s Strategic Priorities and Financial Plans. Council also received the 2025 Statement of Financial Information which provides information on Council and employee remuneration and expenses and a listing of payments over $75,000 during the period of January 1 to December 31, 2025. Minor OCP Review
Council held a public hearing to provide an additional opportunity for feedback on the development of Official Community Plan (OCP) Bylaw No. 2466. Peachland’s OCP was adopted in 2018; it is typical to review OCPs every five to 10 years. The updated bylaw reflects the outcome of Peachland’s Minor OCP Review which included extensive public consultation. The review responds to both current provincial requirements and local planning priorities. As housing needs, provincial legislation, and local conditions continue to evolve, further amendments to the OCP will be required over time. Council will consider adoption of the proposed OCP bylaw at an upcoming meeting. The proposed bylaw will ensure Peachland has an updated and more user-friendly policy framework in place to guide growth, development, and community planning in the years ahead. In the future, the Province will require OCP updates every five years following the completion of regular housing needs assessment reports.
