Hazard, Risk and Vulnerability Analysis
Council received the District of Peachland’s Hazard, Risk and Vulnerability Analysis (HRVA), a document required by BC’s Emergency Disaster Management Act as a foundation for a community’s emergency management program. The HRVA analyzes hazard-related impacts to social, environmental, and physical community assets, identifies gaps and disaster risk reduction and prioritizes resource allocation to build resilience. Funded through the Disaster Resilience and Innovation Funding, Community Resilience and Adaptation Fund, the HRVA will support Peachland Fire and Rescue Service’s development of a Community Emergency Plan.
Minor OCP Review
Council gave second and third readings to the Official Community Plan (OCP) Bylaw No. 2466, excluding all proposed third-party comment revisions, as this information was not included during public consultation. This initiates the implementation process that follows the Public Hearing held on June 23, 2026. Adoption will be scheduled for a future meeting.
As housing needs, provincial legislation, and local conditions continue to evolve, further amendments to the OCP will be required over time. The proposed bylaw will ensure Peachland has an updated and more user-friendly policy framework in place to guide growth, development, and community planning in the years ahead. In the future, the Province will require OCP updates every five years following the completion of regular housing needs assessment reports.
Protective Services Building
Council adopted Official Community Plan and Zoning Amendment Bylaws to support the development of a Protective Services Building on properties on San Clemente Avenue after approval was secured from the Ministry of Transportation and Transit.
4062 Beach Avenue Form and Character Development Permit
Council authorized the issuance of a Form and Character Development Permit for a six-unit multi-family building located at 4062 Beach Avenue once a $130,700 landscaping security is received. Council also authorized a Zoning Bylaw variance to reduce the required landscape buffer surrounding the parking area from 1.5 metres to 0 metres, provided that the applicant installs landscaping within the right-of-way adjacent to Lake Avenue. Staff worked with the developer to address concerns raised during the May 26 meeting of Council regarding the proposed landscaping for the Lake Avenue side of the property and the plan has been updated to include improved landscaping.
Level 3 Electric Vehicle Charging Stations
Council’s efforts to lobby for increased Electric Vehicle (EV) charging stations in the community have proven successful with the announcement today of approved funding for a partnership with BC Hydro to install three L3 rapid EV charging stations in Peachland on Beach Avenue. Council agreed to enter into a licence of occupation agreement with BC Hydro to permit the construction. Council had previously signed an MOU for the project in July 2024, but provincial funding was cut in 2025 due to uncertainties with the USA. As a result of lobbying efforts in 2026 by Council members and staff, the District was advised the cancelled project was re-funded and BC Hydro requires a fully executed licence agreement by July 24 to ensure the project is funded and proceeds this year. The stations will occupy seven parking spots at the south end of Beach Avenue, at 5899 Beach Avenue, with four regular and two accessible EV parking spaces. The estimated infrastructure investment by the Provincial government and BC Hydro for this project is $1million.
